TOWN OF SHARON
ASSESSORS MEETING MINUTES
DECEMBER 4, 2003

7:00 P.M.  Called meeting to order.  Present:  Paula Keefe, Richard Gorden and Mark Mazur

1. The Board reviewed and approved, as amended, the minutes to our November 20, meeting.
2. The Board examined the state approved version of our fiscal 2004 tax rate recapitulation form.
3. The Board reviewed a listing of average assessments and taxes over the past three years.
4. The Board read an article from the 11/28/03 Sharon Advocate discussing fiscal 2004 tax bills and assessments.
5. The Board reviewed, and then signed, a pro forma tax bill for exempt property on High Plain Street that was sold from an exempt entity to a taxable entity.
6. The Board granted a motor vehicle abatement for an individual residing at 270 South Walpole Street due to blindness.
7. The Board read a notice concerning the Administrative Assessor’s plans to speak about property exemptions next Tuesday.
8. The Board discussed the Board of Selectmen’s request that they, the Board of Assessors, discuss the tax rate setting process at a meeting of the Selectmen.  The Board had difficulty with the proposed December dates and suggested they meet with them in January.
9. The Board of Selectmen have requested that the Board of Assessors provide the following estimates for the Town’s long  range financial planning:
          Fiscal Year 2005 New Growth
          Fiscal Year 2005 Overlay to be raised
          Overlay to be released in the spring of 2004
The Board reviewed an analysis of our new growth and overlay accounts and agreed to the following estimates:
           Fiscal Year 2005 New Growth                        $200,000
           Fiscal Year 2005 Overlay to be raised             $750,000
           Overlay to be released in the spring of 2004    $500,000
10. The Board discussed the Selectmen’s request for an updated estimate of the cost of increasing clause 41C exemption amounts from $500 to $1,000 for fiscal year 2005.  This increase would be in addition to the doubling of exemption amounts that would make the exemption worth up to $2,000.
